These options are for CAREER MODE. You likely need to load your career, then click MY PLAYER, then click SKILLS to see all the values load in. Modify the values, then press TAB to lock them in. You may have to back out to OVERVIEW then go back into MY PLAYER and SKILLS to see they have changed. Easy Unlock and Select Perks:
Toggle this on then all the perk slots are unlocked and a perk can be selected while this is active.
