Toggle on and the game in a sense pauses some logic, allowing you to do things and pausing the insurgency from continuin (or even starting). Note that some things in the game do not unlock until there is the warning about insurgency coming (for instance military), so you may want to wait to use this until that has unlocked.
Remove Hostile Count In Region:
Toggle on and all regions that are known have 0 hostile count.
Massive Stability and Instant Win:
Toggle on and if Insurgency option is OFF, then likely
