What changes with Broken Steel
Level cap raised to 30 (it was 20): the increase applies as soon as you install the content, even if you have not finished the main story; you start earning experience and skills again.
New perks between level 20 and 30, for example “Puppies!”, which makes a new Dogmeat appear if yours has died.
New enemies: albino radscorpions, ghoul reavers, Overlord super mutants and Enclave Hellfire troops.
New side quests: mostly escorting clean water across the wasteland while protecting it from raiders.
Tip for the Karma achievements
Broken Steel’s perks make the Karma-related milestones much easier: create three saves at level 28, or just before 29, so you can try the different choices.
